Under the PBefG, Mietwagen concessions are granted to fleet operators vehicle by vehicle, with driver permits on top. Platform supply is only as fast as the partners' paperwork.

The return obligation

The Rückkehrpflicht requires hired vehicles to return to the operator's base between bookings unless a municipality suspends it. It reshapes utilisation maths and dispatch logic.

Every city reads it differently

Munich, Hamburg, and Berlin apply the same federal law with different evidence requirements, timelines, and political temperature. A national approach gets rejected locally.
